Instructions

  1. Preheat the oven to 350°F (175°C) and line a cupcake pan with cupcake liners.
  2. In a large bowl, mix together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add the eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Mix until smooth.
  4. Fill each cupcake liner with batter, about two-thirds full.
  5. Bake for 18-20 minutes or until a toothpick inserted into the center comes out clean.
  6. Let the cupcakes cool completely before frosting.
  7. Top with whipped cream and sprinkle crushed candy canes over the frosting.
